This might be easier to achieve when Swift Package Manager receives support for resources: https://github.com/apple/swift-evolution/blob/master/proposals/0278-package-manager-localized-resources.md

This can be done now: https://developer.apple.com/documentation/swift_packages/bundling_resources_with_a_swift_package Although, we cannot release it until Xcode 12 is out of beta.
